To draft regional rules, provisions and regulations; to formulate sci-tech development policies; to join with other related parties in boosting sci-tech system reform; to formulate provincial plans for innovation system construction and science popularization; to undertake the reviewing work of the establishment and adjustment of related research institutes; to organize soft science research; to join with other related parties in identifying innovative enterprises and products of independent innovation; to undertake identification of provincial private sci-tech enterprises; to formulate policies and measures for construction of sci-tech talented troop and promotion of sci-tech intellectual property creation.
