　　一夜好风吹，新花一万枝。值2021新年即将到来之际，广东省科学技术厅(广东省外国专家局)谨向为我省经济社会发展做出积极贡献的外国专家及其家人致以诚挚的问候和新年的祝福！向与我们共同抗击新冠肺炎疫情的国际友人表示诚挚的感谢！

　　即将过去的这一年是极不平凡的一年，我们经历了疫情、隔离、等待……面对疫情，中国政府第一时间建立举国体制，汇集全国资源，采取了最全面、最严格、最彻底的措施迎击疫情。广东省委、省政府高度重视，省科技厅(省外国专家局)迅速落实各项防控措施，全力抓好科研攻关，为夺取疫情防控和经济社会发展“双胜利”提供有力支撑。

　　在这极不平凡的一年中，各位专家与广东人民同甘苦、共患难，齐心协力阻击疫情。感谢你们留守广东，主动配合疫情防控，与我们携手同行！感谢你们坚守岗位，积极推动复工达产，与我们共克时艰！我们相信，通过国际社会共同努力，一定能在不久的将来打赢这场疫情防控阻击战！

　　即将过去的这一年也是“十三五”规划收官之年。广东科技工作始终坚持以习近平新时代中国特色社会主义思想为指导，紧抓粤港澳大湾区国际科技创新中心建设的历史机遇，深入实施创新驱动发展战略，多项科技创新指标领跑全国。区域创新综合能力已连续四年保持全国首位。据最新数据统计，全省研发投入3098.5亿元，占GDP的比重超过2.88%，比2015年提高0.47个百分点；全省每万人发明专利拥有量达到26.08件，是2015年的2.01倍；高新技术企业从2015年的1.1万家增加到5.3万家。这些成绩的取得凝聚了广大外国专家、国际友人真诚合作、辛勤劳动的心血和智慧。广东的发展，无论过去、现在还是将来，都离不开你们的支持和帮助。

　　春风凭借力，催我扬新帆。展望“十四五”，中国将坚持创新在我国现代化建设全局中的核心地位，把科技自立自强作为国家发展的战略支撑。广东省将抓住粤港澳大湾区国际科技创新中心建设、“双区驱动、双城联动”的重大战略机遇，实施更加开放的人才政策，继续为各国朋友搭建施展才华的舞台，提升外国人才在粤工作、生活的获得感幸福感，共享优质资源，共绘发展蓝图，共建世界湾区！诚挚希望各位专家一如既往关心、支持、参与广东改革发展，为科技创新建言献策。与我们一同讲好广东故事，吸引更多有志之士来粤创新创业，让广东成为世界的广东、共享的广东、大家的广东！

New Year’s Greetings for Foreign Experts

Dear Foreign Experts, Friends,

New flowers begin to bloom in the breeze. On the occasion of the coming of 2021, the Department of Science and Technology of Guangdong Province(Administration of Foreign Experts Affairs of Guangdong Province) extends our sincere greetings and best wishes to foreign experts and your families! Thank you for joining hands together and fight against the COVID-19 pandemic.

The year of 2020 is extraordinary for every one of us. we confront the epidemic outbreak, quarantine, waiting and the other. After the outbreak, the Chinese government immediately set up a nationwide mechanism to mobilize resources from across the country. We have taken the most comprehensive, stringent and thorough prevention and control measures.The Party Committee and the People’s Government of Guangdong attach great importance to the battle against the epidemic. The Department of Science and Technology of Guangdong Province(Administration of Foreign Experts Affairs of Guangdong Province) takes all measures to prevent and control the epidemic. We make every effort to push forward science and technology research and ensure the win-win of both epidemic prevention and control and the economic and social development.

The year of 2020 witnesses foreign experts to join hands with the people of Guangdong to fight against the epidemic. Thank you all for staying and working with us. Thank you all for doing your jobs and resuming production to overcome difficulties.  We believe that, with the joint efforts of the international community, we will surely win this battle against the epidemic in the near future.

The year of 2020 is the final year of the 13th Five-Year Plan. With the guidance of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we seize the historic opportunity of the building of the International Science and Technology Innovation Center in the Guangdong-Hong Kong-Macao Greater Bay Area and implement the innovation-driven development strategy. Many science and technology indicators of Guangdong take the leading position in China. Our regional comprehensive innovation capability ranks first for 4 consecutive years. According to the latest statistics, the investment in R&D exceeds 309.85 billion yuan, accounting for 2.88% of GDP and representing 0.47 percentage point higher than that in 2015. The number of patents owned by every 10,000 people is 26.08, about 2.01 times more than that in 2015. The number of high-tech enterprises is 53,000 compared with 11,000 in 2015. Foreign experts and international friends have made great contributions to these achievements through close cooperation and hard work. We need your support and help no matter in the past, the present or the future.

The spring breeze urges us to raise a new sail. Looking into the future of the 14th Five-Year Plan, we will persist in the core role of innovation in the modernization drive and uphold the self-independence and self-reliance in science and technology to support China’s development. Guangdong will seize the strategic opportunity of the building of the International Science and Technology Innovation Center in the Greater Bay Area and the Shenzhen Demonstration Pilot Zone for Socialism with Chinese Characteristics, and the strengthening connection between Guangzhou and Shenzhen. We will implement more open talent policies and build more platforms for international friends to help realize personal best. We will do better to let foreign talents have a stronger sense of fulfillment and happiness when you work and live in Guangdong. We hope that all the experts will continue to put your concern, support and participation in Guangdong’s reform and development. We welcome you to make suggestions and opinions for scientific and technological innovation. Dear friends, let’s tell the story of Guangdong together. We need more talents to come here to create a better future. Let’s join hands to make an international-oriented, sharing and inclusive Guangdong.
