　　新年伊始，万象更新。值此2025年新年来临之际，我们谨向在粤辛勤耕耘的各位外国专家及其家人致以诚挚的问候与衷心的祝福！

　　2024年是中华人民共和国成立75周年，也是《粤港澳大湾区发展规划纲要》公开发布５周年。多年来，粤港澳三地同心同行，不断深化规则衔接、机制对接，加强交流合作，推进粤港澳大湾区国际科技创新中心和高水平人才高地建设实现重要进展，“深圳—香港—广州”科技集群创新指数连续5年被世界知识产权组织评为全球第二，广东区域创新综合能力连续8年居全国首位，广东省研发投入强度超3.50%，研发经费支出、研发人员数量、高新技术企业数、发明专利有效量、PCT国际专利申请量等主要科技指标均保持全国首位，是我国开放程度最高、经济活力和创新活力最强的区域之一。

　　道通天下，众行致远。广东始终秉持开放包容、合作共赢的理念，持续营造更具国际竞争力和吸引力的人才发展环境。我们积极推进外国人来华工作便利化试点改革，优化实施外籍和港澳台高层次人才认定工作，广州、深圳连续多年入选“魅力中国-外籍人才眼中最具吸引力的中国城市”。这一年，广大外国专家朋友们与我们一起砥砺前行，在多个领域贡献了智慧和力量，为广东经济社会发展作出了贡献。

　　蓝图已绘就，奋进正当时。面向未来，广东将全面贯彻党的二十大和二十届二中、三中全会精神和习近平总书记视察广东重要讲话、重要指示精神，按照省委“1310”具体部署，进一步全面深化改革，扩大高水平对外开放，深入实施创新驱动发展战略，加快构建全过程创新链，一体推进教育强省、科技创新强省、人才强省建设，进一步优化创新环境，构建支持全面创新体制机制，推动产业科技互促双强，因地制宜发展新质生产力，推动粤港澳大湾区国际科技创新中心建设取得更大成效。我们将继续积极为外国专家朋友们做好服务，也诚挚邀请您继续关心、支持并参与广东的创新发展，共同书写广东科技创新事业的新辉煌。

　　New Year’s Greetings to Foreign Experts

Dear Foreign Experts and Friends,

　　The start of a new year is a good time to start anew. On the occasion of the New Year, we would like to extend our sincere greetings and new year wishes to all foreign experts who have been working with unceasing efforts in Guangdong, as well as to your families.

　　The year 2024 marks the 75^th anniversary of the founding of the People’s Republic of China and the fifth anniversary of the release of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area. Over the years, Guangdong, Hong Kong, and Macao have worked together to deepen the connections of rules, regulations and mechanisms, as well as strengthen exchanges and cooperation, thus making important progress in promoting the construction of an international scientific and technological innovation center and a highland for high-level talents in the Greater Bay Area (GBA). The Shenzhen-Hong Kong-Guangzhou sci-tech cluster continues to rank second globally in World Intellectual Property Organization’s Global Innovation Index for the fifth consecutive year. Guangdong’s comprehensive regional innovation capability has ranked first for 8 consecutive years domestically with its share of R&D expenditures in GDP exceeded 3.50%, and its main science and technology indicators such as R&D spending, numbers of R&D personnel, high-tech enterprises, valid invention patents, and PCT international patent applications have kept the first place across the country. Guangdong remains one of the regions in China with the highest degree of openness, the strongest economic strength and innovative vitality.

　　A just cause leads one to the world, and a journey with many companions gets one far. Adhering to the concept of openness, inclusiveness, and win-win cooperation, Guangdong has continued to create a talent development ambience with greater international competitiveness and attractiveness. We have pressed ahead the pilot scheme to facilitate the application of the foreigners’ work permit in China, and the improvement of the policy of qualification for Guangdong high-level talents for foreigners and permanent residents of Hong Kong, Macao, and Taiwan. Guangzhou and Shenzhen have been selected the most attractive Chinese cities in the eyes of foreigners for many years in a row, according to the “Amazing China” ranking. In the past year, foreign experts have worked with us, dedicating your wisdom and strength in many fields, making contributions to the economic and social development of Guangdong.

　　The blueprint has been drawn, and now is the time to forge ahead. Looking towards the future, Guangdong must fully implement the guiding principles of the 20^th CPC National Congress and the second and third plenary sessions of the 20^th CPC Central Committee, and the spirit of General Secretary Xi Jinping’s important speeches and instructions made during his inspections of Guangdong. In accordance with the “1310” Development Scheme proposed by the CPC Guangdong Provincial Committee, in order to achieve greater results in the construction of GBA International Science and Technology Innovation Center, Guangdong will further deepen reform comprehensively, promote high-level opening-up, implement the innovation-driven strategy, and accelerate to build a whole-process innovation chain by taking an integrated approach to bolster the province’s advancement in education, science and technology innovation, and human resources. To this end, Guangdong will continue optimizing its innovation environment, building systems and mechanisms to support comprehensive innovation, promoting the mutual reinforcement between industries and technologies, and developing new quality productive forces according to local conditions. As always, we are pleased to serve every foreign expert and friend. It is our sincere hope that you could continue to support and participate in Guangdong’s innovative development to jointly write more brilliant stories for the cause of Guangdong sci-tech innovation.
