To formulate the education and training plans for provincial sci-tech management team, and organize their implementation; to be responsible for the department’s human resources management, organizational realignment, labor and wage, services for retirees, and the Party and the masses work, and to guide the counterpart work of the institutions directly affiliated to the department.
