To formulate plans and policies to enhance agricultural and rural development through sience and technology; to organize implementation of the Challenge Pragram on Argricultural Science and Technology and special project plans on agricultural science and technology; to foster sci-tech development in rural areas; to join with other related departments in boosting the construction of Rural Information Highway Project; to direct demonstration of important agricultural sci-tech achievement application; to guide the construction of agricultural sci-tech parks and industry bases.
