To be responsible for drafting sci-tech development plans and policies in the field of social development; to organize implementation of sci-tech plans in the field of social development in order to promote the sci-tech work related to people’s livelihood like population and health, medication, environment protection and public safety; to organize sci-tech work related to resources and environment, ocean, social cause and test zones for sustainable development; to formulate plans and policies on basic research; to organize implementation of the Provicial Program on Basic Research Projects and key science research program; to facilitate the infrastructure for sci-tech research.
