To formulate policies and measures of the guarantee of sci-tech research facilities;to join with other departments in proposing suggestions on major policies and measures of rational distribution of fund for sci-tech programs;to work out the department’s budget and final statement of sci-tech expenditures and overseeing the execution; to participate in formulation of policies on major sci-tech input and measures of sci-tech expenditure, and to undertake performance evaluation of the departemt’s financial sci-tech input as well as integration of sci-tech and financial work ;to supervise the department’s capital construction and state-owned assets; to undertake authorizing work of the permission for laboratory animals production and use; to guide management of large-scale scientific instruments and its collaboration network.
