To organize the formulation of sci-tech development blueprints and annual plans; to put forward suggestions on fund allocation for sci-tech programs; to foster regional sci-tech development; to join with other departments in formulation of implementation methods for major S&T special project, proposing suggestions on overall balance, plan adjustment and related supporting policies, and tracing and supervising the implementation; to join with other related departments in identification of special towns and provincial engineering technology R&D centers, and putting forward suggestions on the layout of the platform of sci-tech basic condition and related key innovation bases; to undertake management of sci-tech assessment and statistics; to undertake the routine work of the Provincial Joint Conference on Independent Innovation and the Sci-tech Equipment Mobilization Office.
