To lead the formulation of policies and measures on industry, university and research institute collaboration, draft the blueprint, annual plans and special fund project of industry, university and research institute collaboration and organize their implementation; to be responsible for organizing construction of the innovation union of industry, university and research institute collaboration, the demonstration bases of industry, university and research institute collaboration, and the industry innovation platform; organize implementation of the action plan for sci-tech commissioner to enterprises; to faciliate establishment of technology innovation system in which enterprises play the leading role and which combines the efforts of enterprises，universities and research institute; to undertake the routine work of the Office of the Leading Group of Industry-Universities- Research Institutes Collaboration, which is co-sponsored by Guangdong Provincial Government, the Ministry of Education, and the Ministry of Science and Technology, and the Office of the Leading Group of Comprehensive Strategic Cooperation, which is co-sponsored by Guangdong Provincial Government and Chinese Academy of Sciences.
