Main Functions:

1.To carry out the national and provincial guidelines, policies as well as laws and regulations of science and technology; to draft regional rules, provisions and regulations, policies and measures and to organize their implementation and supervision.

2. To jointly offer proposals of policy for key development layout and preferential development fields of science and technology of the province with other related departments; to formulate provincial medium and long-term development plans and annual plans; to organize the implementation of scientific and technological planning on provincial key basic research, applied research, and research and development, etc; to take charge of the overall development and coordination among basic research, frontier technology research, important social commonweal technology research as well as key technology and generic technology research; to lead the pursuit for breakthrough in key technology and generic technology which are crucial to economic and social development.

3. To jointly organize project proof, comprehensive balance, assessment acceptance and set down related packaging policies with other related departments; to make suggestions for important adjustments in the implementation of key special scientific and technological projects.

4. To take charge of promoting the the building of the provincial scientific and technological innovation system. To jointly make the layout of the building of provincial innovation system with other related departments; to jointly draft policies and measures to promote knowledge innovation and technology innovation of the province; to plan for the facility support for scientific research and make related policies; to promote the construction of the platform of sci-tech basic condition, lab system and key scientific research base, industry innovation platform and key innovation base as well as the sharing of sci-tech resources; to make sci-tech policies and measures to boost the independent innovation of enterprises; to identify the innovative enterprises and the products of independent innovation so as to boost the improvement of independent innovation capacity of enterprises. 

5. To jointly formulate policies of high and new technology and of its industrialization with other related departments,; to direct the industrialization of high and new technology and to direct the R&D and popularization of applied technology; to jointly identify enterprise of high and new technology and product of high and new technology with other related departments; to direct the construction of high and new technology development zones and of all kinds of sic-tech demonstration bases.

6. To led the formulation of policies related to the collaboration of industry, university and research institute; to organize the implementation of action plans that furthering the collaboration of industry, university and research institute; to jointly make policies of the popularization of sci-tech achivements with other related departments; to direct the transformation of sic-tech achivements and to organize the demonstration of important sci-tech achivements application.

7. To organize the formulation of policies and measures related to the promotion of the social development of rural areas; to join with other related departments in promoting the construction of rural information highway project and of demonstration pilot project of sci-tech innovation in specialized towns; to boost the construction of rural areas and social construction which focuses on improvement of people’s livelihood.

8. To join with other related departments in making suggestions for policies and measures of sci-tech system reform and in promoting sci-tech system reform; to examine the establishment and adjustment of related scientific research institute, foster the development of private scientific research institute and optimize the composition of scientific research institutes.

9. To formulate policies and layout for sci-tech service industry; to formulate policies and measures to foster the development of technology market and sci-tech intermediary agencies; to take charge of the direction and supervision of technology market and sci-tech intermediary agencies; to make the layout and policies for science popularization; to take charge of the management of sci-tech evaluation and statistics; to foster private sci-tech development; and to take charge of sci-tech equipment mobilization for national defense of Guangdong Province.

10. To take charge of the budgeting and final accounting of sci-tech funds in the departmental budget and the supervision of the use of the funds; to join with other related departments in offering suggestions about important policies and measures for sci-tech investment and the optimization of sci-tech resource allocation.

11. To take charge of the organization of sci-tech prize appraisal; to join with other related parties in formulating the layout for sci-tech talented team building and offering related policy suggestions.

12. To formulate policies and measures of sci-tech cooperation and exchange; to organize and implement the inter-governmental sci-tech cooperation programs and cooperation programs with international organizations; to undertake sci-tech cooperation and exchange work with Hongkong SAR, Macao SAR and Taiwan.

13. To undertake other tasks assigned by the Provincial Government and Ministry of Science and Technology.
